City Council mobilized for redistricting input hearing
American Canyon city officials are preparing to descend on Monday night’s California Citizens Redistricting Committee public input hearing in San Francisco armed with talking points and a cadre of citizen backers.
The city is providing a 15-seat bus and three city vehicles to take staff, councilmembers and citizens to the Cowell Theater at Fort Mason Center in San Francisco for the three-hour meeting at 6 p.m. Monday in order to voice opposition to the committee’s first draft of legislative district boundaries.
“We have 11 seats reserved and 4 open on the bus,” said City Clerk Rebekah Barr.
City officials also plan to hand out route maps and information for those wishing to drive themselves. The caravan is scheduled to depart City Hall at 4 p.m.
Councilmember Belia Ramos Bennett said that at a recent public hearing 72 citizens from Fremont turned out to give commissioners input.
“Let’s have 73 (people from American Canyon),” said Ramos Bennett.
At the hearing Mayor Leon Garcia will present a petition signed by citizens of American Canyon requesting the whole county be included in a single legislative district at both the state and federal level.
During public comment a separate City Councilmember will advance one of four main talking points arguing against the first draft configuration of districts released June 10. Those state Senate, Assembly and Congressional district maps each locate American Canyon in a different district than the rest of Napa County.
The fours points the Council hopes to make are based on the city’s identity, Highway 29 and other infrastructure, local industry and Napa County’s Agricultural Preserve.
The identity argument goes: “American Canyon has been fighting for 19 years to distinguish itself from Vallejo and Solano County,” according to a city flier.
The same flier refers to Highway 29 as the “lifeline to the Napa Valley.” Ramos Bennett emphasized that should current district plans stand, projects involving the state route in American Canyon would have to involve six legislators, two each of Senators and members of the Assembly and Congress, as well as Caltrans.
Having to deal with two representatives in each different legislative body would burden the Napa Valley Unified School District as well, said Mayor Leon Garcia.
“American Canyon is going to need another middle school soon,” said Garcia. “The (school) district would be bifurcated as well.
