Los dueños de perros 'peligrosos' deben tener seguros contra tercero

La regulación de la tenencia de perros peligrosos es ley en la provincia. Su articulado fue promulgado en el Boletín Oficial y por ella establece la normativa aplicable a la tenencia, crianza y adiestramiento de perros potencialmente peligrosos, para hacerla compatible con la seguridad de las personas, bienes y otros animales. La ley  promulgada bajo el número 10.029   no será de aplicación a perros pertenecientes a las Fuerzas Armadas y de Seguridad del Estado, Cuerpos de Bomberos u otras instituciones cuyos fines sean en beneficio de la sociedad, dice el artículo segundo del texto publicado en el Boletín. La flamante ley, estipula como perros potencialmente peligrosos aquellos incluidos dentro de “una tipología racial que por su carácter agresivo, tamaño o potencia de mandíbula, tengan capacidad de causar la muerte o lesiones a las personas, a otros animales y daños a las cosas” como también a los que “hayan evidenciado, mediante denuncia, antecedentes de agresión hacia personas, otros animales o bienes, cualquiera sea su raza” Según esta ley “la tenencia de animales clasificados como potencialmente peligrosos, requerirá la previa obtención de una licencia administrativa que será otorgada por el Municipio o Comuna de residencia del solicitante”. Y, como requisitos se pedirá ser mayor de edad y estar capacitado para proporcionar los cuidados necesarios al animal, no haber sido condenado por delitos de homicidio, lesiones, contra la libertad o la integridad sexual y contra la seguridad pública como no tener antecedentes por infracciones en materia de tenencia de animales potencialmente peligrosos, entre otros puntos como la contratación de un seguro de responsabilidad civil por daños a terceros que puedan causar los animales. El monto mínimo del seguro será determinado por vía reglamentaria.

Currently 350,000 highly qualified professionals working for this country are in a legal limbo which continues for years. Our current legal status is that of slaves. Yes, slaves! An article in Times may lead to a lot of positive changes in the immigration system. You have seen what happened to the Ombudsman and his reports. Year over year, same findings pile up in his reports and he finally left. If someone who has internal access to USCIS workings and has a mandate to change USCIS functions to benefit us - the paying customers, could not relieve inertia of USCIS, I suspect you and I do not have much of a chance. Last year they "wasted" about 10K visa numbers. It is absolutely up to them. However congress has authorized 140k a year and there are huge backlogs for AOS and CP. So when you put that together, leaving about 10K unapproved is clearly not enforcing congressional mandates. The ombudsman blasted them for this in his report, then we had the VB fiasco. None of this sounds like great management of the benefits. There clearly is room for improvement. You are not pessimistic. I know how federal contracting happens. If I am the federal contractor to USCIS and I have a contract with them. Lets say contract 's scope of work to process 485, 140, 765, 131 apps. USCIS can always add money to existing contract and ask for more man hours for the contract year. Most of the time Federal Installations have extra space to accomodate new temp resources.
