DNR targets drunken boating

PARKERSBURG - Officers with the West Virginia Division of Natural Resources will step up river patrols this weekend as part of the Operation Dry Water initiative.

The nationwide effort targets boating under the influence violations by increasing visibility of DNR river patrols and spreading awareness of the dangers of operating a boat while intoxicated.

Capt. Harry Shaver, with District Six of the DNR in Parkersburg, said patrols on the Ohio river and its tributaries will be looking for boaters whose blood alcohol content exceeds the state limit of .08 percent.

"Boating season us underway all over the country. The weekend before the Fourth of July is a busy weekend for recreational activities on the water," said Shaver. "Public waterways are the same as public roadsthere are a set of rules you must abide by. We have adopted a zero tolerance for BUI violations."

District Six patrols along the Ohio River, from New Martinsville to Mount Alto in southern Jackson County. From Friday evening through Sunday, DNR patrols will be stationed along the river, including near Williamstown, Parkersburg, St. Marys and Ravenswood.

This year, the DNR added six additional patrol boats to its fleet.

Shaver said most BUI arrests result from other violations, such as defective equipment, overloaded boats, reckless operation or erratic boat maneuvering.

"A lot of people might not be aware of the dangers of being intoxicated while operating a boat," said Shaver.

When impaired by alcohol, accidents are more likely and more deadly for passengers and boat operators. A boat operator under the influence of alcohol often experiences impaired judgment, coordination, depth perception and reaction time. In the event of a collision or overturned boat, the risk of serious injury or death goes up.

BUI is a primary contributing factor in nearly one in five boating fatalities nationwide.

So far this year, five boating fatalities have been recorded in West Virginia.

In 2010, there were no boat fatalities recorded, a big improvement from 2009, when there were five fatalities on waterways in Wood County.

"We're hoping for another year with zero fatalities and zero boating accidents with injuries," said Shaver.

Operation Dry Water is a joint program of the DNR, U.S. Coast Guard and the National Association of State Boating Law Administrators.
